The global circular polymer films market size is anticipated to reach USD 62.04 billion by 2033 and is anticipated to expand at a CAGR of 10.0% during the forecast period, according to a new report by Grand View Research, Inc. The circular polymer films market is becoming a strategic segment of the packaging and materials industry. Demand is concentrated in flexible packaging, where brands are under pressure to reduce virgin plastic use and improve recyclability. Packaging remains the largest source of single-use plastic waste, accounting for about 36% of all plastics produced. This keeps circular film formats central to the market. Adoption is strongest in food and beverage, personal care, agriculture, and industrial packaging, where performance and shelf protection still matter.
Market growth is being supported by recycled-content targets, EPR rules, and tax penalties on low-circularity packaging. OECD notes that at least twelve member countries have adopted recycled-content targets, while several others use EPR fee modulation to reward packaging with higher recycled content. It also highlights that more than 80 global consumer goods and retail companies have announced recycled-content commitments. In the UK, plastic packaging with less than 30% recycled content is subject to a USD 268 per ton tax. These measures are strengthening demand for circular films.
Technology is shifting toward mono-material structures, post-consumer recycled content, and higher recyclability. Dow states that recyclable mono-material designs are replacing multi-layer laminates, while compatibilizer technology and PCR integration are improving film performance in demanding uses such as food packaging. Berry Global has also expanded flexible film recycling capacity across three European sites and said the investment is aimed at meeting demand for high-performance films made with recycled content. This shows that circular polymer films are moving from pilot projects to scaled commercial supply.
The outlook remains positive, but growth still depends on collection, sorting, and recycling infrastructure. OECD says downstream policies are essential because better waste management is needed to prevent plastic leakage and support circularity. It also notes that stronger international cooperation is needed, especially where waste systems are less developed. As a result, the market is likely to advance fastest where regulation, brand commitments, and recycling capacity are aligned. Films that combine recyclability, recycled content, and reliable machine performance will remain the preferred commercial choice.
Market players are focusing on strategic initiatives, including mergers, acquisitions, and collaborations. For instance, in May 2025, NOVA Chemicals announced the launch of its first polyethylene film recycling facility, SYNDIGO1, in Indiana. The plant is among the world’s largest and most advanced facilities for the mechanical recycling of plastic films.
