Driver: Rising Awareness About Substance Abuse Management

According to the Substance Abuse and Mental Health Services Administration (SAMHSA) National Survey on Drug Use and Health, the impact of substance abuse is estimated to be worth USD 600 billion every year in the U.S. The administration stated that substance abuse leads to a loss of productivity and increases the healthcare cost burden. Behavioral health care providers help reduce the costs related to substance abuse by providing value-based medicine programs and preventing hospital readmissions.

Furthermore, in October 2021, the Centers for Disease Control and Prevention (CDC) began four complementary education efforts focused on young adults aged 18–34 to prevent deaths due to drug overdose. Restraint: Low Adoption Of EHR Among Psychiatry Hospitals Compared To Other Specialties

While the majority of the medical and healthcare community has made the switch to electronic health records over the last decade, behavioral health providers have lagged, creating challenges in integrating treatment for behavioral health patients. EHRs are used at a rate of 46% in psychiatric facilities, compared to 96% in general medicine and surgical practices. According to the MACPAC report, the same percentage of office-based physicians practicing psychiatry is 61%, compared to over 93% in everything from general practice and surgery to urology and cardiology.

A panel of experts outlined the causes for behavioral health's lack of EHRs during a September 2021 public meeting of the Medicaid and CHIP Payment and Access Commission (MACPAC). According to a review of these MACPAC findings, behavioral health providers' reluctance to use EHRs is due to four factors, the most significant of which is that these practices, which include psychologists, social workers, and marriage and family therapists, were not eligible for the 2009 incentive program. Without financial incentives and experience with the previous system, many behavioral health professionals continued to maintain their previous methods of health and medical record keeping. Behavioral health professionals are typically excluded from health information exchanges, which frequently serve as an impetus for other providers to use EHRs. The other two factors are financial and regulatory.
